Get detailed code information with validation by department

This method is used to check general information about the code, and information about current level of aggregation and a level below it. For example, if /validate_code/ method is used on a mastercase code, user will receive information about mastercase and blocks, but not the packs. Validation by department included (is the product with its code located on a specific department or not).

Note: this method required no signature with no compression.
